    This issue occurs when you actually update the Oracle9iAS Metadata Repository to start updating the middle tiers, which unfortunately depend on the repository. You must do at least one of the following to trigger the issue:

    Update the intermediate levels to be the same version as the rep OracleAS metadata review.

    Restore the OracleAS Metadata Repository to its original version by restoring a perfect backup of the Oracle9iAS Metadata Repository; Then update the Tiers Middle before updating the Oracle9iAS Metadata Repository.
